High schoolers in Northern Westchester braved freezing cold water to raise money for a good cause. The Special Olympic Torch, or the "Flame of Hope" is set to return to Howard County later this week, officials say. The torch will be handed off at Centennial Park in Ellicott City at 10 a.m., Thursday, June 23, according to Howard County Officials.
