Victim Of Double-Fatal Palisades Parkway Crash ID'd As First Responder In Northern Westchester One of the victims of a wrong-way head-on double fatal crash on the Palisades Parkway was a Northern Westchester County emergency medical technician.  Aristan Garandeau, age 22, of Croton-on-Hudson, died around 2:40 a.m., Sunday, Feb. 6 in Clarkstown, said the New York State Police. Garandeau was traveling in the wrong direction on the parkway when he hit another car head-on driven by Brendan Seabrook, 27, of Pennsylvania, who was also killed, said state police. Village Of Buchanan Officer Hailed A Hero For Saving Baby Officials with the Village of Buchanan are hailing one of their officers a hero after he saved the life of an 11-month-old baby who was not breathing. According to officials on Facebook, on Tuesday at about 4:45 p.m. Officer Robert Budde received a call from a hysterical woman. The only information Budde could obtain over the phone was the address. When he arrived, the woman brought him to the 11-month-old baby she was caring for. The baby was not breathing and had no pulse.
