'Molotov Cocktail' Thrown At Empty Car In East Stroudsburg, Troopers Say State police are investigating after a Molotov cocktail was tossed at an unoccupied car parked at East Stroudsburg University, troopers said in a release.  Authorities believe the arson happened around 4 a.m. on Friday, Dec. 15. A Molotov cocktail, police said, is "a hand-thrown incendiary weapon consisting of a fragile container filled with flammable substances, containing a fuse that is lit prior to being thrown."
