A broken water main created a steam and electrical condition at the Elm Court apartments on Passaic Street, Fire Chief Chris Tuttle said. Firefighters turned off the electricity in unit 6A to prevent a potential fire situation, caused by water from the first floor leaking into the basement, Tuttle said.
