Jesse Suggs, 31, of Yorktown; Katlin E. Leonard, 30, of Brewster in Putnam County; and Christopher Velazquez, 30, of Holmes, were arrested around 10:20 p.m. at the Yorktown Green Shopping Center off Downing Drive, police said.

Holmes is a hamlet in the Dutchess County town of Pawling.

A Yorktown officer on regular patrol spotted what appeared to be a drug transaction going on in the Kmart parking lot, police said.

After conducting a traffic stop, the officer reported finding four bags of heroin on the suspects, police said.

All three were charged with seventh-degree possession of an illegal substance, a misdemeanor.

Suggs was processed at police headquarters and released on $45 bail. Velazquez was released on his own recognizance.

Leonard, who had been wanted on an outstanding warrant, was turned over to deputies from the Putnam County Sheriff’s Department.

All three are to appear in Yorktown Town Court in April to answer the charges.
