CORTLANDT, N.Y. -- Lou del Rosario, owner of Elmsford Raceway, a 27-year Croton-on-Hudson resident and native of the Philippines is starting a relief fund for the thousands of people affected by the deadly typhoon that hit that country, according to a Patch report.
Del Rosario still has family in the country that was unharmed by the massive storm that killed an estimated 10,000 people.
