Volpe, 53, hopes to replace Ann Lindau or John Sloan, who are both not seeking re-election after long stays on the board, he said.
"I bring my business experience to the table as well as my experience as a Cortlandt resident for the past 26 years," Volpe said. "I raised my children in the town of Cortlandt, who are four adults now."
Volpe said he will run in the primary for a spot on the Democratic ticket. All seven current town board members are Democrats. Supervisor Linda Puglisi, town clerk Joanne Dyckman, town justice Gerald Klein and receiver of taxes Mary Breining are also seeking re-election.
Volpe has made three bids for District 1 Westchester Country Legislator in recent years but said he was looking to help Cortlandt Supervisor Linda Puglisi keep taxes down.
"I thing she (Puglisi) has done an outstanding job, and I think she could use another independent thinker that can bring something else to the table."
Volpe said he also hoped to continue to work to support efforts to keep the Montrose Veteran's Administration facility open and help maintain the town's small business comunity.
"Small business owners are what make a lot of things happen in a town," Volpe said. "Go ask anyone that volunteers for the PTA or any other [non-profit] organization about looking for donations - about how much the small business owners contribute compared to the big stores. Small businesses are the livelihood of neighborhoods."
