Juan A. Guevera, a 38-year old Jefferson Valley resident, was arrested and charged with leaving the scene of a personal injury accident, a Class D felony. Mario Valesquez, a passenger in the vehicle, was arrested and charged with criminal possession of a controlled substance in the seventh degree, a Class A misdemeanor according to Lt. Robert Noble.

On Feb. 22, officers Matthew Iacona and Timothy Kolkmann were conducting traffic safety checks when they noticed a 2003 Kia Sedan with an expired inspection sticker with front-end damage to the vehicle, according to Noble.

The damage was consistent with what had been on the vehicle that left the scene and a small piece of clothing was on the front headlamp. A small quantity of cocaine was also found on both men, according to Noble. According to Yorktown Police, Guevera did not have a driver's license.

While under questioning, Guevera admitted to operating the vehicle on East Main Street in Jefferson Valley at the time Turner was struck, according to Noble.

Guevera is being held on $100,000 cash bail or $200,000 bond while Valesquez is being held on $1,000 cash bail or $2,500 cash bond.

"The Town of Yorktown Police Department would like to thank the public for all the tips that were phoned in regarding this tragic incident," Noble said.

Noble thanked the Westchester County Department of Public Safety for its assistance during the investigation.

Funeral arrangements for Turner have not been publicly announced.
