CORTLANDT, N.Y. – A Peekskill man accused of illegally passing a school bus with his car on Thursday and striking a Cortlandt boy in the process has surrendered to police after fleeing the scene, a New York State Police report said.

A 7-year-old student of Putnam Valley Elementary School was hit Thursday around 4 p.m. by a red Saturn that illegally passed a stopped school bus on Trolley Road, police said.  The driver of the vehicle fled the scene, driving north toward Putnam Valley, according to police.

Witnesses partially identified the Saturn’s license plate information, police said.  State Police determined the correct license plate number and located it as being owned by a family member of the suspect, the report said.

Tavares Mustapher, 19, turned himself in to the Cortlandt State Police Barracks around 10 p.m. that night, the report said.  He was charged with second-degree reckless endangerment, endangering the welfare of a child and received several vehicle and traffic law infractions.  He was issued a ticket to appear in Cortlandt Justice Court on Oct. 18.

The boy suffered injuries to his left foot and was cut on the left side of his face, police said.  He was transported and treated for minor injuries at Hudson Valley Hospital Center.

State Police are asking any other witnesses of the incident to come forward by calling 914-737-7171.
