Detectives John Merritt and Ralph D’Aliso, working with two underage agents, attempted to purchase alcohol from 13 licensed establishments in the city. While nine of these establishments refused to sell to the underage agent, four did not, and the clerks were subsequently arrested.

Arrested were:

  • Ruth Carillo, 41, of Peekskill, a clerk at Garfield Deli at 675 Highland Ave.
  • Shane Williams, 30, of Peekskill, a clerk at Valentine Deli at 943 Second St.
  • Juan Carlos Gonzalez, 22, of Peekskill, a clerk at B&D Deli and Grocery at 916 Main St.
  • Luis Monroy, 23, of Peekskill, a clerk at American Latino Marketplace at 228 N. Division St.

Each was charged with prohibited sale of alcohol to a minor, police said.

All four were issued tickets to appear Monday, Oct. 12 in Peekskill City Court.

In addition to the criminal charges the clerks are facing, the four establishments face fines and/or the suspension or revocation of their liquor licenses by the State Liquor Authority, police said.
