Man Caught Urinating In Public Busted For DWI In Westchester, Police Say

WESTCHESTER COUNTY, N.Y. - An intoxicated man was busted by police in Scarsdale after being spotted urinating in public, getting in his car and speeding around the village.

The Scarsdale Police Department received reports of a man driving a blue Ford Explorer late on Thursday, Sept. 14, who stopped and began urinating on Ross Road, prompting police to begin a canvas of the area.

According to police, after throwing garbage from the vehicle and onto the street, a second call came in alerting police that the Explorer was now traveling on Butler Road near the Scarsdale Public Library and was “all over the neighborhood.”

Police eventually tracked down the driver, 39-year-old Sayerville, N.J. resident Dennis Vines, on Brewster Road. During the subsequent traffic stop, officers reported that there was the smell of alcohol on his breath, and when he attempted to get out of his vehicle, he was “swaying, having difficulty standing up and using profanity.” Vines also had glassy, bloodshot eyes, slurred speech and was using his phone to record the stop.

Vines was uncooperative and argumentative, police said, arguing during the entire process. He also refused to take any Standardized Field Sobriety Tests and refused to submit to an alcosensor pre-screening breath test.

After arresting Vines and impounding his vehicle, police assisted his passenger into a taxi back to New Jersey and took him to police headquarters for processing. Vines refused to sign any paperwork regarding his DWI warning and refused four opportunities to provide a breath sample for testing.

Vines was charged with driving while intoxicated and refusal to submit to a breath test. He was released on $250 cash bail and is due back in the Village of Scarsdale Justice Court on Wednesday.
