Richard M. Panio, 63, was stopped on Route 9 by State Police from the Cortlandt barracks. Police said the vehicle Panio was observed traveling at a high rate of speed and crossing over hazard markings. Following a vehicle and traffic stop, Panio was found to be intoxicated. Panio submitted to a breath test that revealed a Blood Alcohol Content of .11 percent. His court date was set for Jan. 30.
