Bruce Phillips was pulled over on Main Street after an officer saw him driving erratically about 2:30 a.m. on Sunday, Aug. 28, according to police.
Officers soon determined that Phillips had been driving with a blood alcohol content of .21 percent, more than twice the legal limit of .08 percent, according to police.
The 36-year-old was arrested at the scene and taken to police headquarters where, according to police, he lit a fire in a waste paper basket.
Phillips, who faces counts of aggravated driving while intoxicated and second-degree arson, was later arraigned, according to police.
Phillips' arrest was one of several reported recently in the city.
Between 5:20 p.m. on Aug. 27 and 3:15 a.m. Aug. 28, police charged three other men with charges related to drunken driving. According to police, they are:
- Clarence Jones, 54, of Buchanan, who is accused of crashing a car while driving with a blood alcohol content of .14 percent. Jones was arrested on suspicion of DWI about 5:30 p.m. on Aug. 27.
- Innocent Dlamini, 33, of Ossining, who is accused of driving with a blood alcohol content of .19 percent. Dlamini was arrested on suspicion of aggravated DWI about 2:15 a.m. on Aug. 28.
- Christian Saralazo of White Plains, who is accused of being drunk during a single-car crash near Park Street and Armstrong Avenue about 3:15 a.m. on Aug. 28. Saralazo has been charged with DWI.
Moya, who is accused of stealing three televisions, was caught red-handed in one of the hotel's vacant rooms and arrested, according to police, who said the 30-year-old was being held for arraignment in Peekskill City Court.
Moya faces charges of third-degree burglary and third-degree criminal mischief, according to police.
