Secretary of State Cesar Perales rejected Entergy's request for a certificate over environmental concerns, and because of the two reactors proximity to fault lines, lohud.com reported.

Indian Point officials dispute the rejection, saying regulation of nuclear power plants on the basis of safety falls under the jurisdiction of the Nuclear Regulatory Commission, lohud.com said.
